The World Bank’s South Asia Department has retained Chreod to document, for the benefit of South Asian policy-makers, China’s processes for allocating resources, responsibility, and authority for urban expenditures, especially infrastructure investments, among levels of government and among government, quasi-public agencies and the private sector.
