Chreod's China Team
The following are senior professional and management members of Chreod's China Team working from its offices in Canada and Shanghai.

 

Edward Leman, Director and President
Edward Leman founded Chreod in 1985 in Canada, and began the firm's work in China in 1988. Mr. Leman's work has largely been on investment planning, risk assessment, market research and information management for foreign investors, and on strategic planning and finance policy for municipal governments in China and for the World Bank and Asian Development Bank. Mr. Leman has 85 person-months of direct project experience on consulting assignments in over 25 cities in China. He has worked in Shanghai, Tianjin, Beijing, Chongqing, and in Anhui, Gansu, Jiangsu, Zhejiang, Guangdong, Guangxi, Guizhou and Sichuan Provinces. Mr. Leman has published articles on the China market in the Asian Wall Street Journal, the Journal of the American Cham-ber of Commerce in Hongkong, the World Bank's Urban Age journal, and the Far Eastern Economic Review’s China Trade Report. He was a speaker at the 1999 FORTUNE Global Forum held in Shanghai, a panelist at the World Economic Forum's China Busi-ness Summit 2001, and has spoken widely on China to foreign business groups in Canada, Tokyo, Hongkong, Singapore and Taipei.

Derek Ireland, Director and Chief Economist
Mr. Ireland began working with Chreod in 1991 on leave from the Government of Canada where he worked as Director of Consumer Research in Industry Canada, and held senior economist positions in federal and provincial governments and the private sector over a 30-year career. Mr. Ireland left government service in 1997 to join Chreod on a perma-nent basis. He has worked on Chreod projects in Shanghai, Tianjin, Beijing, Guangdong, Guangxi, Liaoning, Hebei, Shandong, Henan, Shanxi, Shaanxi, Jiangsu, Zhejiang, Jiangxi, Hunan, Sichuan, Chongqing, Guizhou and Yunnan Provinces. Mr. Ireland has published widely on trade, competition, regional development, and urban policy.

Reg McLemore, Director and Chief Planner
Mr. McLemore joined Chreod in 1993 after leaving service in the Government of Canada where he was formerly Executive Vice President of the National Capital Commission. Prior to joining the NCC, he held senior posts in the Ministry of State for Urban Affairs, and in the municipal governments of Toronto and Montreal. Mr. McLemore has been team leader of several Chreod projects in China; he has worked in Shanghai, Tianjin, Beijing, Liaoning, Shaanxi, Guangxi, Sichuan, Guangdong, Zhejiang, Jiangxi, Hunan, Hubei, and Jiangsu Provinces on urban development planning and infrastructure planning and management. He has published widely on urban and regional development in China.

Allan Levinsohn, Director and Chairman
Mr. Levinsohn is Chairman of Chreod's Board of Directors and a specialist in information management and information technology. He has extensive experience in the design and implementation of GIS-based spatial information management systems in Canada, the USA, Europe and China. Over a twenty year period, he has provided consulting and advisory services to governments at all levels, and to many private sector companies on enterprise-wide information systems. Mr. Levinsohn lectures extensively in North America and Europe, and has published widely on GIS and information management. He has worked with Chreod on GIS/MIS projects in Shanghai, Tianjin and Sichuan.

David Runnalls, Director
Mr. Runnalls has been a Director of Chreod since 1993. David Runnalls is the President of the International Institute for Sustainable Development, a Canadian based non profit organization devoted to policy research and information dissemination on sustainable development. Prio to joining IISD, he worked as an environmental policy consultant with IIED, IISD, UNDP and IDRC. He co-founded IIED and directed both its Washington and London offices. Mr. Runnalls currently serves as co-Chair of the Trade and Environment Working Group of the China Council for International Cooperation on Environment and Development. He has published widely on sustainable development issues with a focus on international trade and economics. Mr. Runnalls served as Chairman of Chreod’s Board of Directors from 1997-2000.

Stephen Dolan, Director,
Stephen Dolan is a Director of Chreod Ltd., and a senior environmental planner. Prior to joining Chreod, Mr. Dolan was a project manager with the Canadian International Development Agency. Mr. Dolan's work experience has largely been on urban and regional development, water resources management, geographic information and decision support systems for various levels of government in Canada, Indonesia, China, the Philippines, and international agencies such as the World Bank. Mr. Dolan has direct project experience on assignments in Canada, Indonesia, Philippines, and China.

Zhang Rufei, Asia Regional Manager
Mr. Zhang is Chreod's Regional Manager in China and manages the firm's Shanghai office. An urban planner with an MA from Tongji University, he held increasingly senior positions over eight years in Shanghai’s Planning Department, including Chief of the division responsible for development controls in Shanghai, and project director of the most recent updating of Shanghai’s Long Term Development Plan. Mr. Zhang was also responsible for preparing Shanghai’s strategic planning GIS which is currently being implemented with World Bank assistance. He recently served as Infrastructure Finance Specialist for ADB on an assignment to propose municipal finance reforms to China’s Ministry of Finance, and on an assignment to advise on public infrastructure investment policies to MOF and ADB.

Zhao Min, Associated Consultant
Dr. Zhao is Director of the Department of Urban Planning at Tongji University in Shang-hai. On secondment from Tongji, he recently served as Acting Deputy Director of the Shanghai Urban Planning Bureau. Dr. Zhao began working with Chreod in 1992, and has worked as a senior urban/regional development analyst on numerous projects for the firm in Shanghai, the Yangtze Delta, Hunan, Guizhou, and Guangdong. He has published widely on urban development and planning in China, and has conducted extensive planning in cities across China.

Mary Boyd, Associate Consultant
Ms. Boyd has over 10 years’ experience of living, studying and working in China, Vietnam, and Thailand. She speaks Mandarin, and has researched and published numerous articles on economic, social and business issues in China. Ms. Boyd served as Trade Officer in three Canadian diplomatic missions in China, and was Head of Mission in Guangzhou and Chongqing. She resides in Shanghai. She has project experience related to state-owned enterprise reform in China, decentralization of social service provision and capacity building at the local government level. She designed and oversaw the recent “Vulnerable Populations Survey” work in Guangdong province conducted by Chreod Ltd. for the World Bank and the Guangdong Provincial Government, and was Social Policy Specialist on the CDS2 project that Chreod Ltd. recently completed in five Chinese cities for the Cities Alliance.

Xu Yuhong, Database Specialist
Xu Yuhong joined Chreod Ltd. in 1999 as a database specialist managing Chreod’s substantial China Database in the firm’s Shanghai Office. Ms. Xu is very familiar with the statistical literature, practices and definitions, and the unique statistical protocols in China, and is experienced in collecting, verifying and integrating various statistical information from China’s central and local governments to ensure the data consistency and integrity of Chreod’s China database. Structured at the county level, this nation-wide database has been updated on a regular annual basis since1997.

Zhou Wei'er, GIS Specialist
Mr. Zhou joined Chreod in late 2001 as the Ottawa office’s GIS Administrator. An engineer by training, he worked for eight years with the City Planning Bureau in Suzhou, Jiangsu Province, on development and maintenance of GIS and CAD applications on urban, infrastructure, environment and emergency preparedness themes. He was a core participant in the Digital Suzhou preparation project, and the Ancient Building and Cultural Relic Management System project for Suzhou, one of China’s most historic cities.
